It explains that Operation Southern Spear constitutes a direct threat of the use of force, prohibited by Article 2, paragraph 4, of the Charter of the United Nations. “Venezuela has committed no act that justifies this military intimidation,” the text states, before tallying 28 armed attacks perpetrated by U.S. forces in the Caribbean and the Eastern Pacific against civilian vessels. The toll is 104 people extrajudicially executed, “many of them shipwrecked.”
