War and Oil

1

Wars are fought with oil and for oil. Without Venezuela taking any hostile action against the United States, the United States and its accomplices have attacked us in every possible way. Now, on their own initiative, they reopen communication. There is no complete authorized information about the Washington mission meeting in Caracas with Nicolás Maduro Moros, but the presence of his own says it all. He goes before the legitimately elected President, not before the puppet voted by anyone who for five years, in complicity with the Americans, has stolen Venezuela's assets. There can be no more patent recognition of which is the true government.

2

From irrefutable recognition derive irrefutable consequences. 1) Nullity of each and every one of the coercive measures imposed by the power of the North and based on the supposed illegitimacy of the government that it now recognizes in fact and in law. 2) Return of all assets stolen or seized since the start of the coercive measures. 3) Reparation of all damages caused by them, with compensation for damages to life, health and the economy in an amount that Pasqualina Curcio estimates at 258 billion US dollars between 2016 and 2020.

 3

If such are the consequences of recognition of fact and law, dialogue with a sovereign government imposes conditions. Their agreements cannot differ from what is provided for in the Constitution of the Bolivarian Republic of Venezuela. Any commitments or arrangements harmful to the sovereignty, independence, integrity or immunity from jurisdiction of our country are unacceptable and null and void.

4

Venezuela, owner of a fifth of the planet's hydrocarbon reserves and the first or second largest gold reserve in the world, is likewise a powerful factor in its destiny and under no circumstance should it negotiate from a position of weakness or subordination to any of the hegemonic blocs.

5

To be taken into account is also the fragility of the agreements with the great powers. Under understandings with the United States, Saddam Hussein launched a ruinous nine-year war against Iran and a lightning offensive against Kuwait; to end up invaded and executed. Muhammar Gaddafi paid compensation sentenced by international courts; he agreed to disarm and financed with generous donations the electoral campaigns of Silvio Berlusconi and Sarkozy, who under false pretexts agreed to the destruction and disintegration of Libya by NATO, the theft of 250.000 million dollars from its reserves and the lynching of the legitimate President.

Venezuela must beware of external threats, but also of internal failures. As a producer of hydrocarbons, it has experienced booms that degenerate into catastrophes. In 1956 the Suez Canal crisis raised oil prices; the dictator Marcos Pérez Jiménez invested the income in corruption and in the "reinforced concrete policy" of large sumptuous works, until the drop in prices contributed to his fall in 1958. The subsequent bipartisanship squandered the income in corruption and demagoguery, and was saved by the bell when OPEC's export restriction prompted a new rise in prices in 1974. The democratic activist Carlos Andrés Pérez applied it to lavishly pay for a nationalization of the oil industry that, according to the law, should have operated free of charge in 1983, and buried the increase of three quarters of public income in a “Venezuelan Investment Fund”, from where it disappeared. thanks to its secret and discretionary management, which sank in a wave of privatizations. Another part of the boom ended up in the bottomless pit of the parasitic bourgeoisie: between 1976 and 2002 the BCV allocated 365.270 million dollars to the private sector under preferential conditions for alleged imports, which it made only for US $204.401 million (partly overcharged), saving the modest difference of US$ 160.869 million.

7

The new price boom caused by the invasion of Iraq in 2003 was applied by Bolivarianism to eliminate illiteracy, meet the Millennium Goals and make Venezuela the country with the lowest rate of social inequality in capitalist Latin America; but neither food sovereignty nor the conditioning of Petróleos de Venezuela SA was achieved to prevent its sharp decline in production. Of course, according to figures gleaned by Pasqualina Curcio, between 2003 and 2014 the BCV assigned the parasitic bourgeoisie under preferential conditions 371.517 million dollars for supposed imports, which it made for only US$119.107 million, keeping the small difference of US$ for itself. 329.756 million, (apart from another US$ 60.000 million that, according to President Nicolás Maduro, financed briefcase companies and ghost imports).

8

According to Russian Deputy Prime Minister Alexander Novak, oil could soon exceed $300 a barrel. Venezuela cannot repeat the mistakes of its previous booms. It must allocate the increased income in the regeneration and repowering of Petróleos de Venezuela SA It must conquer food sovereignty. By all means avoid the error that dissipated all the extraordinary income of the 1974 crisis by placing them in a fund other than the Budget, secret and without legislative control: the nefarious "Venezuelan Investment Fund" that consecutively ruined the country, the party Democratic Action and the politician who created it, Carlos Andrés Pérez. It must establish means of prior, concomitant and subsequent external control of all public spending: of the national, state, municipal and communal, autonomous administration, of foundations, state companies and communes, according to the System of Administration Technology of Prices (https://chafefiya.blogspot.com/). It must prevent the wealth owned by all Venezuelans from being criminally diverted to a parasitic bourgeoisie, as happened with the infamous Differential Exchange Regime (RECADI) and CADIVI. For those who do not learn from history, said Santayana, are forced to repeat it.
