This Tuesday, the Maracaibo municipality of the Zulia state took a step forward in the matter of animal welfare: A new Ordinance for the Protection of domestic, free and captive fauna was decreed by the Municipal Council, as part of the effort of various animal organizations , who with their proposal and perseverance established this great achievement for the entity's animals.
This was announced by the coordinator of the Nevado Mission in Zulia state, Leonardo Jiménez, during an interview for the Nevado radio program. The animalista added that unlike the previous ordinance, this new instrument incorporates a fairly broad and inclusive update of concepts and delves into the classification of what is considered animal abuse. "Thanks to these regulations, today we can clearly define what actions are considered animal abuse," he says.
Jiménez added that this regulation is a great step to comply with the law that establishes that all municipalities must have their animal protection unit. "This ordinance has the main objective of paying off the historical debt and meeting all the needs of the animal community of our municipality," he said.
Together with the Ordinance, the creation of the Municipal Institute of Animal Protection was approved in a transversal way, an entity that will be in charge of regulating, sanctioning and working on animal policies hand in hand with the Nevado Mission and the different forms of popular organization; such as the Communal Councils, Animal Protection Brigades, Communes, among others.
In addition, the creation of a Wildlife Research Center will be incorporated, responsible for exchanging information and linking with other entities to make visible the daily actions that have been developed for the protection of the species of the Zulia state. "We are going to strengthen control over the illegal extraction and trafficking of Wild Fauna," he explains.
Another scope of the Ordinance is to establish the mandatory registration of organizations, protectors and breeders of animals to regulate the issue of breeding, in accordance with the principle of animal welfare. It also seeks to guarantee the legality and legitimacy of organizations that work for animals.
The duties and guarantees of animal keepers is another point that this new Ordinance specifies. «Animal cruelty is something inadmissible. So this instrument extends the duties of the holders for a responsible tenure, "he says.
Leonardo Jiménez recalled that farm animals such as donkeys, historically were mistreated, carrying loads that tripled their weight, while they were harassed with whips or sticks for their forks. Today this is severely punished in the Marabina entity, thanks to the new regulations.
«Pregnant donkeys must not carry loads. The donkeys must be of good weight and free of parasites, with their vaccine carton up to date. They cannot have lacerations, much less blows ”, are part of the points established by the Ordinance.

Finally, the animalista made a recount, in which he highlighted that the first decree of the current Mayor's Office of Maracaibo was the prohibition of bullfights in the city. "Today the space that served as this cruel practice is a sanctuary for rescued donkeys, which after being recovered, are adopted by responsible and loving farmers who ensure a warm and happy life," he says.
«The Bullring, became the Plaza of all, and from there have been born innovative and wonderful experiences such as asnotherapy, which is nothing other than donkeys collaborating in assisted therapies for children with disabilities. All in order to raise awareness, so that the human being correlates in the most harmonious way possible with the animals that surround it, "he concluded.
