CNE highlights speed of voting and high level of participation in simulation

Authorities of the Electoral Branch indicated that from a logistical and technical point of view, the simulation showed that they are prepared for July 28 and will deliver the results in the shortest time possible.

The president of the National Electoral Council, Elvis Amoroso, highlighted this Monday the speed of casting the vote during the simulation, which was estimated at 38 seconds.

“The voting process is estimated to take 38 seconds, which shows that the electoral system is the best in the world, while the participation was overwhelming,” Amoroso said at a press conference.

“This demonstrates – he stated – the speed of the automated voting system. All technical, logistical and operational aspects established for the drill were met with the expected effectiveness. The results transmission network worked adequately. The operational technical staff carried out their duties impeccably,” said Amoroso.

The president of the CNE highlighted that the most important thing was the high level of participation of the voters, which meant that until 9 at night the people continued waiting for the opportunity to participate in the drill, giving rise to the necessary extension agreed upon by rectors. .

He said that in the journey of the rectors of the CNE, the commitment of a people to become familiar with the best electoral system in the world was demonstrated, which presents all the guarantees to express their absolute will.

For the president of the CNE, it was the beginning of a “true electoral party.”

Result will be given in the shortest time possible

For his part, the vice president of the CNE, Carlos Quintero, detailed the technical aspects that were evident on Sunday, and noted that all incidents were resolved and 74% of the electoral schedule has been completed.

He commented that due to the short time taken to complete the vote, transmission and totalization, it is estimated that on July 28 the result will be given in the shortest time possible.

He said that the CNE, with the completion of the simulation, is entering the last phase of the electoral schedule.

He explained that Sunday's process had a great scope, with 58% coverage of the country's parishes, in the 335 municipalities. “10,5% of the polling stations and 8% of the voting centers,” she specified.

There were 400 more centers compared to the previous simulation, carried out by the electoral body. He explained that the three fundamental objectives were participation, transmission, reception of minutes and totalization.

He described the participation as “overwhelming,” and highlighted that the Quick Care Centers attended to the incidents that were generated, which showed good protocol.

“In short, on the day of the event, 70% of the activities are logistical and operational, where each of the entities that participate have been working with the CNE. That was coordinated yesterday and each of them has a specific function to be able to resolve the incidents in the shortest time possible,” he expressed.

He indicated that the assistance protocols were simulated, and of 10 operators distributed in the 500 voting centers, it was possible to measure events of reception of material, assistance, installation of the polling stations and the constitution, opening, closing and transmission.

“It is important to highlight that they reported all their events at the time established by the schedule. This is very important, because on the day of the event we are going to have close to 60 thousand operators in the field and we can only have control of the management of these operators in a prior training, certification and simulation process, to be sure of what will happen. occur on July 28,” he emphasized.

Regarding the transmission process at the closing of the tables, he said that they were there until 11:30 at night. “We had an exercise to certify the entire transmission platform, the transmission network, which is very important, 98% feasibility in the centers using all mobile, fixed and satellite technology. We had 2% that did not transmit, for us to certify that the contingency transmission centers could function in all the protocols that are established."

For this reason, Quintero pointed out that on July 28 "we are able, once the voting ceremony has closed, to deliver results to the country in the shortest time possible."

In relation to the contingency collection centers, he said that 335 were ready to replace machines that had been damaged, although the incidents in this regard were not significant.

He commented that the audit process continues, it is expected that on July 4 the deployment of the machines to the states will begin, and on July 6 that of the electoral material to the interior of the country.

Quintero added that there are a thousand machines nationwide at the fair points, where voters can try the voting experience.
