Bodega Plan guarantees savings of up to 50%

So far, 585 establishments have been set up in the capital

At the top of the Nuevo Horizonte sector, in Catia, Sucre parish of Caracas, the Mirela winery eagerly awaits the items. And, as Rolando Echenique, who works in distribution, said, they are areas that are difficult to access and, although the day begins at 9 in the morning, the dispatch of products often extends throughout the day. However, the wait is worth it, because through the Bodega Plan, implemented by the national government, the savings percentage can reach up to 50%.

Stationed one after another, 10 trucks and 10 tricycles, as well as between 30 to 55 people, are arranged to carry out the work of distributing vegetables from the Coche market, in charge of the Integral de Mercados y Almacenes (Inmerca) of the Caracas Mayor's Office.

The products are distributed without paying an extra cost for shipping (freight), which reduces the price of the food to be sold.

Since its creation, by instructions from the national Executive, it was expected that, as part of the pilot plan, 400 warehouses would be set up in the capital city; However, this goal has increased dramatically to reach 525, added to the 60 that have been activated so far.

So far, wineries have been set up in the parishes of El Valle, Sucre, El Paraíso, La Vega, Caricuao, Macarao, Antímano and Coche. It is expected that, progressively, the program can be extended throughout the national territory to guarantee food to a greater number of Venezuelans.

Tools ready

Since its creation, establishments have been given a freezer and a scale to measure the vegetables, fruits and vegetables that are going to be purchased.

Initially, a weekly shipment of 100 kilograms of fruits, vegetables and vegetables is made, but from the second purchase onwards, the winemaker can place several orders with Inmerca according to his needs and the demand of the sector.

One of the factors that influence the marketing chain is speculation in each of the intermediaries. That is why, due to this reality, the program provides for the elimination of several links in the chain. In the case of fruits, vegetables, they are purchased directly in the field from the producer and are delivered to the communities for marketing.

“We are reducing intermediaries, and we managed to lower costs by 50%, that is, the people will be able to buy cheaper,” said the Vice President of the Republic, Delcy Rodríguez, during the launch of the plan, on April 20.

The general coordinator of the General Staff of the Great Mission of Equality and Social Justice Hugo Chávez, also present during the launch of the program, Juan Carlos Loyo, expressed that the community wineries are “the economic circuit closest to the home, therefore that the Bodega Plan becomes a great support lever for the family economy.”

Other products

Apart from the vegetable items, protein foods are also distributed through the Bodega Plan, such as chicken, beef, cuts of pork, sausage and mortadella.

Through the Ministry of Commerce (Minmercio), the provision of the different meat products is carried out. For example, a chicken weighing approximately 2 kilograms can cost around 190 bolivars; a 900-gram bag of a soup combo (meat and red bone) costs 110 bolivars and another package of one kilogram of beef pulp costs 220 bolivars.


The goal of the Bodega Plan is to ensure that the most vulnerable communities can access various items in the basic basket with a high level of savings that contributes to the economy of the different families that live in these areas.

To this end, one of the rules that are proposed at the time of starting the program is that the winemaker can sell the items with a profit margin of 10% and no higher, as is customary in most commercial establishments in the country.

Likewise, to guarantee that the premise is met, the Ministry of Commerce periodically carries out support and inspection operations in popular establishments.

Inmerca, likewise, has a situational room, where the owner of the establishment can make requests, make payments for the merchandise and resolve any questions that may arise.

Under the ideal of Chávez

The program is part of the Economy for Life vertex of the Great Mission of Equality and Social Justice Hugo Chávez, which honors its name, as its purpose is to guarantee justice and equality, through strategies and programs designed to satisfy the main needs of the population, especially those who live in the most disadvantaged localities.

The President of the Republic, Nicolás Maduro, announced on March 5 the plan aimed at the wineries in the popular areas of the country, which arose from the assemblies of the Seven Transformations (7T), carried out in the communities, such as State policy for the benefit of the people.

"These actions seek to activate the popular economy, improve life in the communities and so that the people can directly access fresh products at better prices, while generating jobs, the popular economy, the communal economy, the economy of the territory, and everything is in the hands of the territorial brigades,” said the national leader.


Mirela Rosales: “I started as a winemaker about two months ago. At first we made bread and, little by little, we added more products for sale in the community.”

Jessica Valdez: “I think it's good that we can have an establishment close to our home, where we can shop economically.”

Karelys Bello: “I also serve in the winery, where we work every day and it seems to me to be an alternative that benefits both those of us who sell and those who buy the products.”
