China-Venezuela: half a century of friendship

Today, June 28, 2024, marks the 50th anniversary of the establishment of diplomatic relations between China and Venezuela. On June 6, I had the honor of interviewing exclusively the Minister of Popular Power for Foreign Affairs of Venezuela, Mr. Yván Gil, who was on an official visit to China. On June 17, the Venezuelan ambassador to China, Mr. Giuseppe Yoffreda Yorio, also gave me an interview. In both conversations, the two authorities stressed to me the great importance they attach to strengthening the All-Trial and All-Time Strategic Partnership that unites China and Venezuela. In this text, I wanted to share the most relevant and interesting points from these two interviews.

When summarizing the important Chinese-Venezuelan relationship, the chancellor indicated that the 50 years of friendship can be divided into several periods. The first period between 1974 and 1999 was a conventional and friendly diplomatic relationship. Venezuela recognized the one-China principle and the Government of the People's Republic of China as the only legitimate representative of the Chinese people in the international community, thus laying the political basis for the relationship between both countries. Thanks to this, the first general cooperation projects were possible.

With the inauguration of President Hugo Chávez in 1999, the friendship and cooperation between both countries opened completely new chapters with fruitful results that benefit both peoples. Foreign Minister Gil pointed out that President Hugo Chávez was a líder visionary who already foresaw what was coming at that time, a China in full accelerated rise that would become a key source to boost the growth and development of the Latin American peoples. Shortly after his inauguration, President Hugo Chávez chose China as the destination for his first visit abroad, together with the líderThe Chinese are the political basis of bilateral relations and the great framework of substantial cooperation that covers a wide range of fields such as energy, agriculture, industry, education and aerospace, thus making Chinese-Venezuelan relations an example of South-South cooperation. Both countries established the Comprehensive Strategic Association in 2014, which was elevated to an All-Trial and All-Time Strategic Association with the state visit made by President Nicolás Maduro Moros in September 2023.

Today, Venezuela is the only country in Latin America and the Caribbean that has established this type of relationship with China. How important is this definition for the people of both countries? According to the Venezuelan foreign minister, this means that China and Venezuela commit to working together, with all their efforts, all their institutions, all their State apparatus, working to create an exemplary relationship, a relationship that stands as an example for the world. .

The Venezuelan Foreign Minister also shared with me that today, in Venezuela there is a large Chinese community, which is very integrated into the Venezuelan community, a business, hard-working, integrated community that allows us to show ourselves to the world as two countries that work together, and They build a common future. “President Nicolás Maduro Moros has told President Xi Jinping that we are very happy and proud of the relationship we have built with China and we are going to continue promoting it in that direction,” said Foreign Minister Gil.

In recent years, faced with an increasingly complex world, Chinese President Xi Jinping has proposed three global initiatives: the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative, which aim to The objective is to build a community with a shared future for humanity and promote global development, the new concept of universal security and harmonious coexistence between civilizations. When mentioning these three initiatives, the Venezuelan minister assessed with me: “China, with its power, has not dedicated itself to exercising imperialism or neocolonialism as the countries of the world know it and have suffered. Quite the opposite, she goes out with solidarity to make investments, complementarity throughout the world and that will provide a balance of peace. In an increasingly insecure world, security cannot be achieved only through the exercise of threats and force. “China is showing that there is another way to achieve global security.”

China is a civilization with more than five thousand years of history, an immense country where 56 ethnicities, different cultures and religions coexist harmoniously. The Asian country, with its palpable practices and achievements, has established a new paradigm before the world: how cultures, religions and civilizations can achieve unity in diversity. Like China, Latin America is also the cradle of many ancient civilizations, cultures and religions with global prestige, such as the Mayan, Aztec or Inca civilizations, among many others. “In a world where a matrix of intolerance and domination is increasingly trying to impose itself, the Initiative for Global Civilization is beginning to be a way to achieve peace and development for everyone equally,” according to the Venezuelan Foreign Minister. .

Mr. Giuseppe Yoffreda Yorio has been serving as Venezuela's ambassador to China for more than two years. He assured me that he feels that these two years have passed too quickly, and that he has become perfectly accustomed to life in China, but that the Chinese language is still a bit difficult for him.

During our interview, he also made special mention of the importance of strengthening cultural, academic and educational ties between China and Venezuela to build bridges of understanding and mutual learning between both peoples. In this sense, Mr. Giuseppe Yoffreda Yorio highlighted that in the last week of June a Spanish teaching school was inaugurated in Enping, in the city of Jiangmen, Guangdong province. According to the Venezuelan Embassy in China, there is a large Venezuelan community of Chinese origin in this town.

Ambassador Giuseppe Yoffreda Yorio highly values ​​the successful cooperation between universities, artistic groups and cultural institutions of both countries, describing it as a significant and enriching experience for both sides.

Throughout these more than two years that he has been serving as Venezuela's ambassador to China, Mr. Giuseppe Yoffreda Yorio has visited many Chinese provinces, being impressed by the spectacular cultural, tourist and natural wealth of China. Hence, he highlights the importance of promoting the establishment of direct flights between China and Venezuela to achieve greater air connectivity between both peoples and promote tourism as well as other sources of cooperation opportunities.

Furthermore, Ambassador Giuseppe Yoffreda Yorio reiterated his deepest admiration for the various regions to which he has been able to travel during his stay in China, such as Shenzhen, Shanghai, Shandong, Guangdong, Zhuhai, Sanya, Weifang, among others. These places stand out for their amazing infrastructures, vast communications networks and the rapid development of high technologies, in addition to unique local cultural characteristics, a fact that shows that modernity is not incompatible with the conservation of the traditional essence.
