The secrecy and concealment of the CIA operations set the tone for the foreign policy of the United States in permanent conflict with the State Department and the National Security Council, in the leading role for claiming achievements in the fulfillment of the imperial international objectives of his country.
A paradigmatic case in this sense was the actions of the United States against Chile during the government of President Salvador Allende. In the first place, President Nixon tried by all means to prevent Allende from being ratified by Congress as established by Chilean law at the time.
