Forced displacement

The report adopts the concept of forced cross-border displacement, which refers to people or communities forced to cross the border to flee Colombian violence and save their lives.

“By crossing the political border, Colombians lost the possibility of registering as victims and claiming the protection of their rights. On the contrary, they had to face the difficulties of being migrants without political refuge or with migratory irregularity”, explains the study.

On the other side, Venezuela

The study determines that “the Colombian State did not accompany or assist the communities affected by the conflict. For years they could not access the political figure of refugee, the consulates did not attend to the victims or contemplate the idea of ​​the forcibly displaced, they were only migrants”.

"There has been an expulsion of Colombians for 30 years and we have not understood that we cannot ask a peasant for a passport stamp when he or she crossed a river or stream fleeing," confirms Víctor Bautista, secretary of the Border.

Venezuela offered identity cards to care for the victims, which is why the majority have double identity cards (Colombian and Venezuelan), it was the way to receive help and rights on an equal basis. This ended up making displacement invisible, says the report.

It also indicates that the bodies of the victims of the massacres and armed incursions were thrown into the border rivers: Catatumbo, Táchira and Arauca.

Recommendations

Among the recommendations the Final Report suggests rethinking Colombia's international relations.

“Here we cannot continue with that dangerous relationship. We must recognize the border from both sides, and find humanitarian, legal, economic and practical formulas to solve the problems," said Saúl Franco, one of the commissioners who participated in the preparation of the report.
