Biosecurity and vaccination: keys to returning to classes

Since March 16, 2020, Venezuelan students have maintained their distance education, after the health emergency was decreed due to the covid-19 pandemic. It will be from October 4 that they will return to the classrooms of the institutions under a strict biosafety scheme, vaccination days and citizen participation, all contemplated in the 7 + 7 scheme of the national Government.

The Victoria Bicentenario plan presented by the Ministry of Popular Power for Education contains 10 points to be fulfilled to start the 2021-2022 school year safely and with a view to progressing between the weeks of flexibility. The occupation of educational spaces will begin on September 16 with the incorporation of teachers.

As provided for in the Venezuelan educational schedule, each institution will set up the school infrastructure table, which is expected to be about 29.103 in which they will create a back-to-school plan for each center and which will be disseminated in the school community and social networks to the knowledge of fathers, mothers and representatives. 

The planning of the first weeks should include activities to work on psycho-affectivity, as well as leveling and review activities, taking into account the time outside the classrooms, indicated in the educational plan.

The infrastructure tables will also be in charge of the action and supervision of programs such as A Drop of Love for my School, which will start in 500 educational institutions in the first stage, and 952 will be served under strategic alliances with governments, mayors and ministries with a presence in the territories.

In addition, 27.548 educational institutions will be served with weeding and general cleaning and 28 Bolivarian Centers for Informatics and Telematics will be inaugurated, since the projection is to have schools with technological sovereignty.

Biosecurity measures

The plan proposed by the Ministry of Education specifies that attention will be guaranteed to an enrollment of 8.763.066 students in the country. With this large number of students returning to the classroom, the main collective concern is the protection of the health of the education sector in the midst of the pandemic and the new variants of Sars-CoV-2.

For this, adaptations will be made in each institution of the 7 + 7 scheme with the progressive and alternate face-to-face modality, the programming of attention groups, according to the frequency and number of students per day.

Classrooms with less than 30 students will attend in subgroups and those with more than 30 in three subgroups that will attend on flexible weeks.

Likewise, a health and access control plan will be maintained with adaptation of biosafety protocols, which will be agreed with the regional health teams. In addition, the educational community will be provided with biosafety material such as masks and the permanent internalization of these measures from the home as a biosafety culture will be promoted.

Other important aspects

Among the 10 vertices that the Bicentennial plan of the beginning of classes breaks down is to maintain the schools as a pillar of support for national development. For this, the curricular design will be adapted, socio-productive projects will be proposed in various areas such as agriculture, transportation, commerce, health and more in conjunction with institutions such as Inces.

Plans and programs for the development and protection of families in the educational community will be led through the deployment of the School Food Program (PAE), school scholarships, provision of clothing and footwear, technological literacy, comprehensive care for students with disabilities or diversity. functional and creation of integration spaces for coexistence and peace.

Meanwhile, the ratification of spaces with an educational vocation as natural centers for community meeting and organization is proposed, constituting in each educational institution centers of geohistorical, patrimonial, experiential, cultural and cartographic heritage of each community.

Similarly, it is expected to strengthen the geopolitical role of schools with the socialization and implementation of the Sustainable Development Goals of the 2030 Agenda and the Agreement on Climate Change of the United Nations Organization.

In each school, the strengthening of the pedagogical movements and political fronts that make life in the Venezuelan educational system such as OBE, Feveem, MBF, Frente Beatriz Cortes, Frente Fernanda Bolaños, Bicentennial Congress of the Peoples Chapter Education and others will be promoted.

The comprehensive training of at least 400.000 teachers according to their profile and training needs for national development objectives will also have a space for their strengthening, development and quality in this new school year that begins in the midst of the covid-19 pandemic. .

Vaccination Days

The return to educational facilities is one of the most important events of the year, as the world is still battling the covid-19 pandemic. In this sense, in the country the national government has activated vaccination that has been extended to special days in strategic areas such as schools.

In this way, the classes will begin with the simultaneous development of the vaccination day against covid-19 for 1.100.000 workers in the education sector and also for the population aged 3 to 18 years.

The approach and comprehensive social care of teachers will also be carried out in areas such as health, food, housing, transportation, family and social welfare, according to the plan. "By October, we will be vaccinating all children and adolescents in the classroom," said the President of the Republic, Nicolás Maduro.
