The eighth Congress of the Communist Party of Cuba, to be held from April 16 to 19, will focus its attention on core issues for the present and future of the nation, defining itself from this moment as the Congress of the continuity of the Cuban Revolution.

An article in the Granma newspaper refers that the partisan appointment will address aspects such as the Conceptualization of the Cuban Economic and Social Model of Socialist Development, the updating of the implementation of the Guidelines and the economic-social results obtained from the previous Congress.

In addition, the operation of the organization will be analyzed, its connection with the masses and ideological activity, aspects in which the Politics of Cadres influence the Party, the Union of Young Communists (UJC), the mass organizations and the administrations.

In this regard, Granma points out that in order to guide the exchange that precedes the 8th. Congress was prepared the document "Assessment about the Policy of cadres of the Party, the UJC, the mass organizations, the State and the Government and the role of the Party to achieve superior results."

The pages of this document deal with the implementation of the actions approved in the seventh Congress regarding the Policy of Pictures, taking into account the strategic nature of this matter in the nation.

Granma explains that in a context characterized by "the policy of harassment and economic warfare against our country," the guiding principles of the Staff Policy, contained in the Thesis and Resolution of the First Congress, remain fully valid.

It details that they define that the training, selection, location, promotion and improvement of cadres must ensure that they are characterized by their political strength, professional knowledge, management capacity and are promoted, in a staggered manner, from positions of less greater responsibility.

The guiding document on the Politics of Tables was drawn up by a working Commission, headed by Cuban President, Miguel Díaz-Canel Bermúdez, and made up of representatives of the Party, the UJC, the mass organizations, the Revolutionary Armed Forces, the Ministry of the Interior, the State and the Government.

After an analysis of several months, the need for a strategy that allows a better management of the cadre policy was raised, thus giving the Party leadership a systemic work design to achieve superior results in the 2021-2026 period.

It was designed to articulate a unique system for the preparation and improvement of cadres and reserves, based on a policy aimed at reinforcing their social image; in addition to being ratified the leading role of the Party in the conduct of the cadre policy from the base.

Labor ties, as part of the training of future cadres, as well as political-ideological work were established as priorities; meanwhile, an update of the parameters of times and ages approved for the performance of these in their positions was called, in order to avoid stagnation.

Even when an updating and improvement of the cadre policy in the country takes place, essences prevail such as the link between the leaders and the masses; the ability to mobilize, argue, dialogue and be decisive; the high political and human sensitivity; as well as the responsibility, demand, control and use of the collective management to solve problems.
