In Donetsk, Lugansk, Kherson and Zaporizhia, the martial law decreed by the President of the Russian Federation, Vladimir Putin, with the aim of reinforcing military power and allowing curfews to be applied or limiting movement, began to apply this Thursday.
The regulations also grant new powers to the heads of these regions, so that they can adopt security measures with the population and infrastructure.
The decree was ratified on Wednesday with the Senate, and it redoubles security measures throughout the country.
The heads of these regions can from today evacuate the population residing in certain areas, introduce a special regime of entry and exit from their territories, and restrict the freedom of movement of the population in them.
"The Kyiv regime, as is well known, refuses to recognize the will and choice of the people," Putin said at a videoconference meeting of the Russian Security Council, arguing for the adoption of these measures.
Putin explained that additional powers will be given to the leaders of Kherson, Zaporozhye, Donetsk and Lugansk, and that it is considered necessary to develop territorial defence in these areas.
With the decree of martial law, they are also allowed response levels in nearby areas, such as Krasnodar, Belgorod, Bryansk, Voronezh, Kursk and Rostov, along with Sevastopol, the most populous city on the Crimean peninsula.
The decree contemplates various levels of response to security risks, for which a coordination council will be created, led by the Russian Prime Minister, Mikhail Mishustin.
Necessary measure
In the opinion of the Brazilian geopolitical analyst Rogério Anitablian. he considered that these heightened security measures are taken in response to the terrorist methods that has openly used kyiv, including the bombing of civilian areas, acts of sabotage and the assassination of officials.
"Politically there may be some wear and tear, but it seems necessary to me to ensure the military defense of the regions due to the permanent and increasing sieges, sponsored not only by conventional operations, but also by sabotage," the geostrategic analyst assessed when consulted by Sputnik.
In addition, he recalled that the Government of Ukraine refused any negotiation while continuing its attacks against the regions, in addition to ignoring the popular will expressed in the referendums of union with Russia.
"Ukrainians tend to emphasize the lack of international recognition of referendums, with the aim of legitimizing the support and continued military and logistical assistance received from NATO, primarily among European public opinion," the Brazilian analyst assessed.
