This Sunday, February 2, the organized People's Power is called to participate in the first National Popular Consultation (CPN) of 2025, when 5 communal projects will be chosen from 334 candidates.
The CPNs are electoral processes at a communal level, which begin with the nomination of community projects designed to solve problems and needs present in the country's localities designated under a Communal Circuit or Commune.
Among the projects to be selected are 6 related to water; 481 to habitat improvement; 5 road projects; 136 electricity projects; 4 education projects; 681 health projects; and 4 sports projects.
5 organized communal territories will participate in this consultation, including 334 Communal Councils. Each territory will choose a project from seven proposed options, while the rest of the proposals will become the Concrete Action Agenda (ACA) of the communes, which will be resolved and executed with the resources allocated by the national Executive.

Concrete Action Agenda
The ACA organizes the Map of Solutions in a prioritized plan with objectives, timelines, responsible parties, goals and resources; it is the plan of struggle for the change of goal in the short and medium term, generating political, organizational balance, belonging and new forms of revolutionary and popular government.
The analysis of the Maps of Solutions and the Concrete Agendas of Community Action add to the territorial scales the work that must govern the action of the popular and revolutionary government. In the same way, it allows the construction of the new programmatic agenda of government at the national level, identifying and systematizing the sectoral elements such as water, education and health, as well as the social sectors, women, youth, Afro-descendants and indigenous peoples, among others.

National communal budget
In October of last year, the President of the Republic, Nicolás Maduro, instructed that 70% of the budgetary systems must be for direct transfers, so that the Communal Councils and Communes are the ones that apply the nation's budget as part of the Plan of the 7 Transformations.
In this regard, the National Assembly approved the 2025 national budget in December with the incorporation of a special portfolio to finance People's Power projects.
The Venezuelan head of state also approved the creation of the Communal Portfolio Fund, with an initial investment of 600 million dollars for community projects. He also noted that the Federal Government Council has an additional 200 million dollars available to strengthen local initiatives.
Successful queries
During 2024, two national popular consultations were held in which projects designed in the communes were prioritized for financing.
The first consultation was held on April 21, in which 4 projects were approved; and on August 500, the second consultation was held, in which 25 projects were chosen.
