-Housing has been a vital and recurring theme at least since the creation of Banco Obrero in 1928 until today. In 2011, a great (successful) turn was made to its direction and realization, through the Great Housing Mission. Although with deficiencies and weaknesses in social and economic issues.
-After nine years of progress, a radical revision and reinvigoration of its management is required in aspects such as:
-Optimize the articulation with development plans, regional and local.
-Develop a national housing plan, in permanent updating, that includes demand and gradual stages of satisfaction.
-Transfer fully to the organized and trained communities the phases of management, design, execution, supervision, allocation of housing and maintenance.
-Urbanize taking advantage of vegetation, slopes, water courses and fauna species. No more earthworks where they “clean and flatten” the terrain.
-Initiate an efficient and sustained process of production of standardized and modular homes, based on the standardization of materials and components of the construction industry.
-Consolidate a national and concerted network of producers of materials, components and construction systems, according to the nature and resources of the country's environmental and cultural diversity.
-These are just some of the unavoidable steps to revolutionize housing in these times of change.
Guidelines for new housing
-Create low-rise residential communities, between 4-5 levels and continuous houses that make up patios and common spaces.
-Diversify the design according to family size and evolution, through homes in different areas and type of spaces. No more the reiterative and generalized of "2 or 3 bedrooms, 1-2 bathrooms, kitchen, dining room, living ...".
-Rental housing program for people and families with special situations of income, mobility, occupation, etc.
-Privilege common activities such as laundry, eating, studying, playing.
-Provide spaces for individual, family and community productivity.
-Liberate and make flexible the exchange of spaces between houses that are contiguous, that allows the expansion or reduction of them. For example, the owners of an apartment or a house sell the neighbor a bedroom or part of the living room.
-All this is possible, and immediately, if the national housing institute or center, referred to in previous columns, is created.
