The President of the Republic, Nicolás Maduro, arrived this Friday at the El Gran Topo Agrotourism Commune, located on the Caracas-La Guaira Highway, where he began a tour accompanied by the community that lives in the area. He aimed to present the achievements of the Bolivarian Government in the region, highlighting how the expansion of productive forces contributes to food sovereignty through the coordination of the Communal and Productive Engine.
Accompanied by the Mayor of Caracas, Carmen Meléndez; the Minister of Productive Agriculture and Lands, Julio León Heredia; the Minister of Communes, Social Movements, and Urban Agriculture, Ángel Prado; and the Minister of Defense, Vladimir Padrino López.
"Developing popular power is direct democracy," he specified, while announcing that the National Consultation will be held on November 23, so that each community can choose two projects.
The El Gran Topo Commune, which brings together the communal councils of La Peña de Zamora, Colina Bella, Taparitas, La Rampa, Cerro Negro, El Topo and El Paují del Topo, is an example of popular organization and food sovereignty.
It involves approximately 180 community members dedicated to the agroecological production of a wide variety of foods, including fruits, vegetables, eggs, white corn, paprika, cilantro, sweet peppers, avocado, carrots, and animal protein (pork and laying hens), supplying the community through the Local Supply and Production Committees (Clap).
During his visit to the community, the head of state said he is very happy to visit the neighborhoods and rural communities and emphasized that the people should participate on November 23rd, as the Concrete Action Agenda projects will continue to be promoted.
The Minister of Communes, Ángel Prado, was present during the visit, to whom the head of state expressed the importance of developing the People's Power proposals.
"Venezuela is a land of hope, peace, and life," he said.
In the El Topo Commune, the spokespersons toured with the authorities to demonstrate the crops they have been producing, such as coffee, avocado, and various vegetables.
Caracas-La Guaira Comprehensive Development Plan
The opportunity was opportune for the President to highlight the need for road development.
In this regard, he said that the Comprehensive Development Plan for the Caracas-La Guaira Highway and Old Road, which will have been prepared by the Capital District authorities, will be announced on October 31.
This plan aims to promote all productive projects in the sector.
They continue to build diversity in all levels of government.
The Minister for Communes, Social Movements, and Urban Agriculture, Ángel Prado, demonstrated the progress made in consolidating the government's plan, highlighting how the municipal government is working to build diversity in all the necessary capacities to strengthen the communes.
Along these lines, Minister Prado noted that this community is engaged in diversified agriculture, raising chickens and rabbits, as well as producing vegetables and fruit, all in collaboration with partner communities.
"We are now going to work on the diversity of all the communes to create all the necessary bodies: the parliament, the Communal Bank, the Justice and Peace Committee, youth teams, Popular and Communal Self-Government Chambers, the Seven Transformations Plan, and an economic development plan," Prado stated.
At the same time, he emphasized that the local people of the El Gran Topo Agrotourism Commune, which is made up of seven (7) communal councils, are happy and willing to defend the Great Homeland, because "they will not pass through the Gran Topo Commune."
For his part, one of the sector's spokespersons, who is part of the commune, emphasized that "the empire's attacks are defeated through production, because we are 100% commune."
While Mrs. Rosa, a member of the community of "Gran Topo", reported that they are prepared for the selection of the seven (7) projects that will be proposed in the next Popular Consultations, and that, in addition, of these selected proposals, the first will be executed through the Federal Government Council, and the second chosen with the Mayor's Office of Caracas.
The El Topo commune
One of the main focuses of the president's visit, according to the Presidential Press website, is the El Gran Topo Tourist Parador project, a place destined to become a new point of interest in Caracas. The development of this tourist lookout is a fundamental part of the People's Power projects, seeking to strengthen the agroecological and tourism hub of the area.
The commitment to complete this project dates back to the first Popular Consultation on April 21, 2024, and was personally endorsed by President Nicolás Maduro on April 10, 2025, in the El Limón sector, where he pledged, together with the Juntos Todo es Posible Corporation, to bring the project to fruition. The municipality has made significant progress in this effort, receiving the support of the National Government. In fact, the Ministry of People's Power for Tourism validated the El Topo Communal Agrotourism Route on August 22, 2025, in recognition of its potential.
During the visit, the head of state noted the progress made on projects prioritized by the community in subsequent Popular Consultations:
The second Consultation (August 25, 2024) focused on electrical works.
The third Consultation (February 02, 2025) prioritized roads and the construction of the Community House.
Additionally, the needs of youth, arising from the Youth Popular Consultation, were addressed, including:
The installation of an Internet network and a Cultural Center for youth training.
– Technological equipment for each community that makes up the commune.
