UN Data: 58% disagree with allowing pets on public transport

38% approve of "pet-friendly" policies in stores and shopping centers. 65% reject them in restaurants.

A video circulating on social media has brought to the forefront a question that until then seemed to go unnoticed: are pets allowed on public transportation in Caracas? The footage, recorded at the Gato Negro station of the Caracas Metro, shows an altercation between a woman who tried to enter with her dog in her arms and station staff who were preventing her from doing so. The woman refused to follow the staff's instructions.

According to what could be seen on social media, the passenger proceeded toward the stairs despite the instructions of a female employee, who tried to stop her and fell down the steps after being pushed. The passenger denied assaulting the employee. The Caracas Metro reported that the employee received medical attention and legal support, and categorically condemned any act of aggression, physical or verbal, against its staff.

In a statement, the institution reiterated that pets are not allowed on the system, neither in stations nor on trains, with the exception of assistance animals or guide dogs that are properly certified and must have valid documentation and identification. It argued that the measure aims to protect both the well-being of the animals and the safety of passengers, as the high volume of people, noise, heat, and sudden movements can cause stress, disorientation, or unforeseen incidents.

The incident sparked a debate that went far beyond the altercation itself. Reactions on social media were divided, and the discussion quickly shifted from what happened at Gato Negro to a fundamental question: whether public transportation should allow pets and under what conditions. This conversation also invites us to consider other enclosed spaces, such as shops and restaurants, where some establishments have adopted "pet-friendly" policies. As far as is known, Venezuela lacks national regulations regarding these spaces; the rules depend on each institution, municipality, or establishment.

Following that debate, DatosUN decided to gauge public opinion on the topic. We published a digital survey on our website and social media, and between September 28 and October 1, 538 people participated. The results are below.

I don't like the idea

Allowing pets on the subway and other forms of public transport faces more resistance than support: 58,2% of respondents disagree, compared to 33,4% who agree. The remaining 8,4% are undecided.

The intensity of opinions also plays a role. The most frequent response is "completely disagree," at 37,2%, a significantly higher proportion than those who completely agree (22,3%). Among the more moderate positions, 21,1% disagree and 11,1% agree.

Divided opinions

Pet-friendly policies in stores and shopping centers generate the most divided opinion of the three spaces surveyed. 46,4% disagree and 38,7% agree, a difference of 7,7 percentage points, while 14,9% remain neutral: the highest proportion of neutrals in the entire survey.

Looking at the extreme responses, the balance is almost total: 22,3% completely disagree and 21,7% completely agree.

Not at mealtimes

The picture changes when it comes to restaurants and other food service establishments. 65,9%, almost two out of three, disagree with "pet-friendly" policies in these spaces, and only 25,1% agree: disagreement is more than double agreement.

Almost one in three respondents (32,2%) strongly disagree, while 9% remain neutral.

The comparison between the three spaces shows a clear gradation. Disagreement is lowest in shops (46,4%), moderate in public transport (58,2%), and highest in restaurants (65,9%): almost 20 percentage points separate the first from the last. The opposite is true for support, with 38,7% in shops, 33,4% in public transport, and 25,1% in restaurants. In other words, restaurants generate more rejection than public transport itself. The agreement and disagreement figures in the graph include both moderate and “completely” responses.

There are conditions

When asked what the main rule should be if pets are allowed, the most frequent response is the mandatory use of a muzzle, leash, or carrier at all times: 42,4%. Closely following is total rejection, as 39% do not agree with allowing pets under any circumstances.

The other measures lag far behind: allowing entry only at certain times or in specific areas (10,2%) and requiring up-to-date vaccination cards or some type of registration (3,4%). Barely 5% believe there should be no special restrictions.

Taken together, the three control measures (muzzle, leash or carrier; schedules or zones; and ID card or registration) account for 56%. That is, more than half of those surveyed choose some control measure, while only one in twenty requests unrestricted access.

Previous experience influences

44,3% of respondents reported having witnessed or had a bad experience with animals on public transport or in enclosed spaces: 28,5% on at least one occasion and 15,8% on several occasions. The remaining 55,7% said they had never experienced anything like this.

This experience is clearly linked to attitudes towards public transportation. Among those who have had a bad experience with animals, 83,9% disagree with allowing pets on public transport, while only 11,2% agree. Among those who haven't had such an experience, the situation is reversed: 51,1% agree and 37,8% disagree.

The gap is 46 percentage points in disagreement (83,9% versus 37,8%) and almost 40 in agreement (11,2% versus 51,1%).

Firm stances

Opinions on pets in public spaces tend to be consistent. 43,3% disagree with allowing pets in all three spaces surveyed (public transport, shops, and restaurants), while 22,6% agree in all three. That is, almost two out of three respondents (65,9%) maintain the same stance regardless of the location. The remaining 34,1% have mixed or neutral positions: they accept pets in some spaces and reject them in others, or they responded neutrally in one or more of them.

In summary, disagreement outweighs agreement in all three areas, increases in places where food is consumed, and is most pronounced among those who have had a negative experience with animals. When the possibility of allowing access is raised, physical control measures, such as muzzles, leashes, or carriers, are the most frequently mentioned condition, and only 5% request that there be no restrictions.
